It is caused by bioluminescent organisms, also known as &quot;sea sparkle,&quot; that emit blue light in the ocean, creating a breathtaking spectacle. Blue Tears in Matsu can be observed during summer nights, sometimes on beaches or out at sea, and the best time to view them is usually between April and May. This natural wonder has become a popular attraction for tourists, and an important tourism resource for Matsu.</dc:description>
